What is PSEO?

~ HISTORY ~

  • 1985:  Resulting from state legislation in 1985, the PSEO program was created to provide rigorous academic challenges to qualified students.

  • 1997:  As of August 1, 1997, parents of non-public (including home educated) students were no longer required to work through the public school to enroll their children in the PSEO program. Parents of home educated students act as the school district and work directly with the college to enroll them in PSEO classes.

  • 2008: In recent years, colleges and universities have been working directly with high schools and local communities to incorporate college course programs on site at high schools and neighborhood centers.

~ MINNESOTA STATE LAW ~

PSEO (Post Secondary Enrollment Option) is a Minnesota state program for high school juniors and seniors in public or non-public high school or home-school program that gives students the opportunity to complete their high school requirements by taking non-sectarian courses at a participating college or university. From Minnesota Department of Education; Minn. Stat. 124D.09 (1999).

PSEO offers the opportunity to enroll in and attend college-level courses and apply earned credits toward high school graduation requirements and a college degree [dual enrollment].  State funding covers the cost of tuition and required books for eligible courses.  Specific requirements and limitations vary per school.

How do I enroll in PSEO?

  1. For any post secondary institution, first find out the admission deadlines and enrollment policies from the college in which you'd like to enroll

    • Students enrolling typically must be 16 years of age when classes begin.

  2. Complete the PSEO Admission form of the college (only needs to be done one time)

    1. North Central University (NCU) -  www.northcentral.edu/pseo 

      1. Deadline for Fall 2010 applications to be received by NCU is June 1, 2010 (on campus) and June 4 (YEAH satellite campus)

    2. Northwestern College (NWC) -  www.nwc.edu 

      1. Deadline for Fall 2010 applications can be found on their website.

    3. NOTE: This step should be done as soon as possible and information regarding specific college is confirmed.

  3. Complete the recently REVISED MN State NSR form for each college in which you enroll; keep copies for your family files. A copy is available on the website of each college. NOTE: This MN form must be completed again each new semester the student is registering for classes at that college/university. 

    1. Section 1: to be completed by student

      1. ID will be supplied by the college (do not include SSN)

    2. Section 2: to be completed by secondary [home] school

      1. Write NA for spaces that do Not Apply for home education (i.e. Weekly Clock Hours, District, class rank)

    3. Section 3: to be completed by post secondary school [college] - student's home school does not complete this portion

    4. NOTE

      • This step should be done as soon as possible.

      • Make a Copy for YEAH: If you are registering for PSEO courses with YEAH Academy, please make a copy of the MN state form for YEAH's PSEO student files. 

      • Turn in a copy of this form with your letter of acceptance in one of several ways

        • Drop it off at the YEAH Academy office at Bethany Church (please do NOT drop it off at the church office as it will be delayed in getting to us)

        • Mail it to YEAH PSEO, 5532 St. Stephen Street, St Paul, MN 55112  at any time, attn: Cher

        • Email it in a PDF file to YEAH@mtn.org (atttn: Cher)

        • Fax it to 763-780-9116 (attn: Cher)

        • Hand deliver it to Cher at 5532 St. Stephen Street, St Paul, MN 55112 at any time

  4. Submit test scores from ACT, SAT, PSAT or PLAN to the college with your application and state forms. 

    1. These tests are accepted by all colleges (NCU now accepts ACT, SAT, PSAT or PLAN) You can make a photocopy of the front sheet of the scoring page for NCU and Northwestern to submit with your application. NCU is fine with an unofficial copy with your application.  An official copy must be submitted to NCU semester begins. 

    2. Check for the date you took your last qualifying test and make sure it is still good and has not expired (i.e. has been within the past year? This is particularly critical for seniors who did not take a nationally norm-referenced test as a junior or only have PLAN results from fall of their sophomore year). 

    3. Register ASAP for fall testing opportunities

      1. PLAN testing through YEAH in October for high school sophomores (go to www.ouryeah.org Events Calendar October for direct links)

      2. PSAT testing is offered for high school sophomores and juniors at your local high school in October.  Contact your local high school guidance office in early September after school begins. 

      3. ACT offers national testing in both September and October http://actstudent.org 

      4. SAT testing information www.collegeboard.com 

  5. After you receive your letter of acceptance to each college/university, you may then register for applicable PSEO classes at the college.  You will be directed by each college regarding your next steps.

    • NOTE:  Please make a copy of your college letter of acceptance for YEAH's PSEO student files.  

    • This assures us that the student is officially in the program before we admit you into the YEAH Academy PSEO program. 

    • A college letter of acceptance must be received before you can register for YEAH PSEO courses with either NCU or NWC. 

    • Turn in a copy of this form with your letter of acceptance in one of several ways (see above)

What is the College Application process involved?

At North Central University: 

  • NCU PSEO information is available at www.northcentral.edu/pseo

  • To expedite the NCU processing of YEAH applicants, please check the "YEAH" on your application in the appropriate spot. 

  • Minnesota state NSR forms have been revised to indicate space for a college ID number to replace students SSN.  This college ID number will be provided by NCU and first time students do not need to include it.  

    • Returning students should include this on their MN forms. 

    • MN PSEO forms for YEAH satellite students should be returned to YEAH for record keeping.

    • Students may not register for YEAH satellite classes until they have turned this form into YEAH. 

      • NOTE: NWC PSEO students must send ALL forms to NWC.

  • Once the NCU application is received for new students, YEAH students are identified and accepted by NCU through the identification process above.  Anna Spickelmier, Admissions Counselor, will notify YEAH PSEO. 

  • Letters of acceptance by NCU into their PSEO program will be mailed to students when applicable and a copy faxed to YEAH for your convenience and our immediate attention. 

  • June 4 (at YEAH satellite campus) and June 1 (on NCU campus) is the deadline for NCU to accept new PSEO applications for new students for Fall 2010. (Students who have already been accepted only need to complete this process once.)

    • Please submit PSEO applications ASAP before the semester deadline.

    • Copies of test scores (i.e. SAT, ACT, PSAT and PLAN) can be submitted with the application. 

      • These test scores are accepted by all colleges. 

      • Students can make a photo copy of the front sheet of the scoring page for NCU and NWC to submit with your application.

      • NCU is fine with an unofficial copy with your application.  An official copy must be submitted to NCU before the start date of any semester. (NOTE: DO not give up your own original copy; if originals are not available, discuss this with Anna at NCU)

    • Character recommendations can be sent separately from the application.

      • NOTE to student. Please provide a stamped envelope addressed to NCU for the individual completing your character reference.  This helps expedite the process and shows courtesy to the individual completing it for you.

    • Transcript services are available through Linda Lopez, if needed.  She can be contacted at LindaBLopez@gmail.com to schedule appointments and fee structures or visit her website for more information: www.homeschoolguidance.net.  

  • Other important data students should know:

    • FERPA waiver forms are not automatically included with registration information and need to be requested from the college. 

      • When a student signs this waiver, it allows his/her parent to be able to talk to the college (and the college/professor to talk to the parent) about the student's progress in their class.  

      • Without this waiver signed by the student, the college is bound by law to not be able to discuss anything with the parent in regard to their child's college work etc. 

      • If you have questions, or wish for a copy of this form, students should contact Aimee Robertson (amrobert@northcentral.edu)   for a copy of this form; it needs to be completed and signed each year.  

    • Guidance Counselor status: Remember that home school parents are their student's high school guidance counselors. High School guidance counselors have access to student PSEO files that a parent does not have access to.

At Northwestern College:

  • Go to http://nwc.edu - click on "Distance Education" then "Programs" then "PSEO / Next Step" and then "PSEO" 

  • All application requirements and forms are available at this site. 

  • Once an acceptance letter has been received from NWC by the student and YEAH has a copy of the acceptance letter on file, the student may register for YEAH tutorials for the following courses:

    • Fall 2010: HIS 1005 - History of Western Civilizations (one section)

    • Spring 2011: CHE 1006 - Concepts of Chemistry (one section)

    • Spring 2010: MAT 1005 - Math for Liberal Arts (one section)

  • Students do not need to identify on their NWC applications that they will be utilizing the tutorial services of YEAH. 

NOTE: CHANGES IN PSEO AT NORTHWESTERN COLLEGE in recent years:

  • The Center for Distance Education merged with FOCUS and the Center for Graduate Education in 2008 and are now all part of the division of Graduate & Continuing Education (GCE) at Northwestern College.  There have been several staff changes since the merger.

  • To effectively manage  course instruction and keep current with technological trends, future Northwestern courses offered via distance education will exclusively use streaming media in place of CDs and DVDs. The transition from CD/DVD media to streaming media began in the spring 2009 semester, with the final transition to streaming media currently in process. Students are encouraged to explore other options at this time, such as purchasing high-speed Internet, using the public library, or selecting another public Wi-Fi location to view the course media. Students will no longer receive printed hard copies of course materials on which to take notes or of the source readings for their courses.  This will be only available online.  If hard copies are desired, this is the responsibility of the student, not NWC.   • Translation: PSEO students must have easily available and high speed internet access for viewing the streaming media format of the lectures for the PSEO courses. 

  • If hard copies are desired for note taking and course readings, this is the responsibility of the student, not NWC.

What PSEO opportunities are offered through YEAH?

There are two options: 

Continuing Opportunity, since 1999:

PSEO Tutorials for Northwestern College Distance Education courses will continue to be offered for 2010-11.

  • These courses are true "tutorials" where students register for classes through NWC distance education; 

    • NWC does the "college" piece of "dual enrollment"

      • Course lectures by NWC professors are on DVD to be watched at home

      • Texts are selected by the NWC professor and read by students at home

    • YEAH Academy tutors do the "high school" piece of "dual enrollment" 

      • YEAH tutors assist students on a weekly basis and meet on site at YEAH Academy

      • YEAH tutors help keep students accountable for deadlines

      • YEAH tutors provide introduction to new materials, labs (where needed), exam prep stills, help edit research papers (where needed), and provide a classroom on students and an on-site instructor that is missing with correspondence courses. 

  • Limited  NWC PSEO courses will continue to be offered for 2009-10 through YEAH Academy: 

  • Cost and registration to the PSEO student are the same as the other high school classes offered at YEAH Academy.  Lab fees apply to the chemistry course. 

  • Tuition fees for YEAH PSEO NWC tutorials are paid online to the YEAH tutor of the course (listed above and on the course description)

  • This is a different program than with on-site PSEO NCU courses taught by YEAH tutors. Since NWC does not provide any remunerations to YEAH or its tutors, tuition costs must be covered by the students enrolled.

  • PSEO College at YEAH update for 2010-11:  

    • April 30, 2009, YEAH PSEO Council and the President's Council of North Central University, Minneapolis MN, came to a unanimous agreement to move forward with a one year pilot program with YEAH for the academic year 2009-2010.  Plans for 2010-2011 have been approved.

    • YEAH Academy will offer NCU courses taught on site at YEAH Academy (Bethany Church, Roseville): see list of courses below.

    • Courses will be PSEO approved courses taught by YEAH tutors who would also be hired by NCU as adjunct professors. 

    • Courses and schedules will meet the state PSEO and accrediting guidelines for credit hours.

    • The core values and world view of YEAH and NCU are both based on a Christian world view, and all courses will be taught from that perspective.  

    • YEAH Academy courses will continue to hold their current ecumenical, non-denominational focus.

  • Who?

    • Who can take the NCU PSEO classes?

      • All classes will be available for, and taught solely to, home educated individuals 

        1. PSEO students must be in 11th and 12th grades of high school

        2. Students must be 16 years of age and older by September 1 of their junior year.

        3. Students must be residents of Minnesota (because PSEO funding comes from MN)

    • Who will be teaching the NCU PSEO classes?

      • Most courses will be taught by YEAH Academy tutors (who will also be contracted by NCU as university adjunct professors) 

      • Some courses will be taught by NCU professors approved by YEAH if a YEAH instructor is not available for a desired course.

        • English courses for 2010-11 will be taught by an NCU adjunct professor approved by both NCU and YEAH for the best possible fit. 

      • Some of the tutors/professors will be new to YEAH, while many are current tutors at YEAH Academy.  

        • YEAH parents and students may not aware that many of our high school tutors hold advanced degrees and are eligible to teach college level courses.  

        • One result of this affiliation is that our students will be able to benefit from the teaching of our excellent tutors and also receive college credit at the same time.

  • What

    • College classes 

      • NOTE: this is a totally different program and courses than the  NWC  tutorials offered through YEAH

    • Courses will be taught by YEAH Academy tutors who 

      1. are advocates of home education, 

      2. hold a Christian world view

      3. are highly skilled and qualified; as college adjunct professors, they must hold a master's degree or higher and have expertise in the field they will be teaching.

      4. have demonstrated competency and the ability to engage students in their classrooms and 

      5. have been approved by standards set by the YEAH Board of Directors. 

    • Texts will be selected by the YEAH Academy tutor/adjunct professor teaching the college course, with approval by NCU.

  • Where

    • All classes are on site at YEAH Academy campus (Bethany Church at 2025 Skillman Ave W. Roseville, MN 55113)

    • Some selective courses will take field trips or be offered off site as needed, but will remain under YEAH Academy. 

  • When?

    • Most classes will be scheduled on Monday, Tuesday and Wednesday between 8:00 AM-4:30 PM, mixed with on-going junior and senior high school classes at Bethany Church; some courses may be held at other times, pending classroom availability.

    • Classes will ideally operate on the same 15 week schedule as YEAH Academy semester schedule.

    • Some classes will have required class time offered with off site field trips (i.e. Art Appreciation will include art museum field trips on within its scheduled mandatory class time)

  • How much?

    • All students must be YEAH or YEAH Academy members for 2010-11 and YEAH Academy members to enroll in PSEO courses at YEAH for Fall 2010 .

    • Student Membership Fees: 

      • To register for classes at YEAH Academy for 2010-11:

        • All students (PSEO or non-PSEO) must be current YEAH Academy ($45.00) family members for 2010-11 to be eligible to take classes

        • Annual family membership runs August 1st--July 31st

        • YEAH sustaining memberships ($15.00 annual family fee) may upgrade their memberships to the YEAH Academy level at any time for an additional $30.00 for the remainder of the membership year.

      NOTE Tuition Fees for North Central University courses at YEAH:

      • Tuition for PSEO courses is paid for by the state of Minnesota.

        • Tuition is paid by MN to NCU

        • Adjunct professors are paid by NCU

        • PSEO Students do not pay for any tuition

        • PSEO Students do not pay for textbooks, but may be assessed a lab or materials fee per individual course requirements.

      • Minimal Scheduling fee will be charged by YEAH to help offset costs incurred with website management and registration. This is not a tuition fee.

        • One-time "Gateway" fee of $20.00 will be charged each PSEO student registering for PSEO NCU courses at YEAH (per semester).  This keeps all our student body in one data base for ease of communication and needs of the registrar's office.

        • Per credit "Scheduling" fee of $5.00 per credit will be assessed to each PSEO student for PSEO courses at YEAH. This fee helps offset website management expenses. 

      • Course fees not covered by PSEO guidelines must be paid by the student as determined by each course description and NCU.  Details will be listed per course, as available.

      NOTE Tuition Fees for Northwestern College tutorials at YEAH: 

      • Northwestern College (NWC) PSEO classes are taught by the NWC professors, not YEAH Academy instructors

      • NWC PSEO tutorials at YEAH Academy will still require a fee paid directly to YEAH Academy tutors for their serves.  

      • This tutorial service is not paid for by MN PSEO funds. See individual course listings for details. 

  • Why PSEO at YEAH?

    • Why should a student take PSEO classes at YEAH Academy rather than directly on campus at any college?

      • PSEO credits earned at any location are a great way to get a jump start on the journey to a college degree, especially during these tough economic times.  

      • YEAH Academy has provided many students with the opportunity to develop a camaraderie and endearing friendships that they wish to continue by remaining on site at YEAH.   

      • Parents and students can be confident that YEAH Academy professors/tutors will challenge their students to broaden their perspective of the world they will be entering after high school within the context that is balanced and a world view that will be supportive of the value system of our Christian homeschool community. 

      • Many students will benefit from more maturity to succeed academically and personally on a college campus.  This is another option for them. 

      • More options are available for each family at the same time and location because other YEAH Academy high school courses will be open to PSEO students and their siblings during the same time frame. 

      • Carpooling within families and friends is easier and more cost efficient if there is one central location for a larger range of family members than if they are spread out on various campuses

  • Why Christian?

    • Why did YEAH choose to look to a Christian post secondary institution for this PSEO pilot program partnership?

      • History: Initially YEAH began working on a pilot project in February, 2009 with a local community college.  Things moved along successfully until an impasse was reached regarding how the instructors' world view could or could not be demonstrated in the classroom as well as  how YEAH could and could not promote the program to the homeschool community.  

      • One of the credentials for YEAH tutors is that they hold a Christian world view.  This Christian world view is broad and very non-denominationally and ecumenically based, but it is our goal that homeschool families from all Christian faiths can feel confident that the minds and hearts of their children will be taught in a safe, nurturing environment by highly qualified and passionate tutors at YEAH Academy who hold a Christian world view. 

      • When the state-run community college required that YEAH compromise its statement on this non-negotiable tenet of our foundational and core value, YEAH withdrew from the project.  

    • If the PSEO courses are by law non-sectarian in nature, how is working with a Christian school different than working with a state school? 

      • Primarily, the difference is in how the courses are taught within the classroom.

      • All NCU PSEO courses, even non-sectarian courses, will be taught from a world view that is supportive of the values taught within the Christian home schools. 

  • Why NCU

    • Why did YEAH choose to work with North Central University for this PSEO pilot program partnership?

      • YEAH leadership was led to contact NCU based on positive communication and connections 

      • Anna Spickelmier,  former home educated student herself, NCU Admissions Counselor and NCU representative at the YEAH homeschool college fair, February 2009, reached out to YEAH leadership and asked "I was blessed to be home educated and I'd like to give back to the community.  What can I--and NCU--do to help students at YEAH?"

      • Positive recommendations for NCU have been received by several YEAH students who have taken PSEO and full time courses at NCU.

      • Positive recommendations have been received by two longtime YEAH parents who are currently adjunct professors at NCU expressing a good fit between YEAH and NCU.  

      • It is an excellent fit! Contacts and proposals by YEAH leadership have been genuine and well received by NCU administration. Approval for the program was quick and unanimous. 

      Background on North Central University:

      • North Central University is located in the heart of downtown Minneapolis, near the metro dome at 910 Elliot Avenue, Minneapolis, MN 55404. www.northcentral.edu 

      • History: 

        • North Central University has a history of being forward thinking and growth orientated.  

        • It was founded in 1930 and has grown from being a Bible Institute to a four-year college (1957), and achieved university status by the Board of Regents in 1998.  

        • In 1964, North Central was accredited by the American Association of Bible Colleges

      • Credentials:

        • In 1986 was accredited by the Higher Learning Commission of the North Central Association of Colleges and Schools (NCA). 

        • NCU is approved by for PSEO by the state of Minnesota.

        • All PSEO credits earned at NCU are transferable to any other accredited institution of higher education. 

        • As posted on the NCU website:  "The stability and strength of North Central has produced more than 24,000 alumni, and of its graduates, 75 percent are presently in ministry positions throughout the United States and around the world." (NCU website catalog, www.northcentral.edu

      • North Central University 

        • is a Christ-centered school 

        • with a "commitment to academic excellence that prepares students to fulfill biblical models of leadership and ministry throughout the world." 

        • Denominationally, it is owned and operated by the Assemblies of God, but in our in-depth interviews with their administration, they maintain the same Christian, ecumenical ministry focus that is held by YEAH.  

        • Full time students and faculty must adhere to the doctrinal tenets set forth by their denomination, but adjunct professors and PSEO students are provided with more flexibility providing a good working relationship with YEAH's ecumenical staff and student population. 

      • Core beliefs: Similar to the goals set by YEAH for its students, 

        • North Central believes that its "students should be able to build into their lifestyle and ministry the skills, knowledge and attitudes that will help them make a significant contribution to their generation.

What is the Timeline for PSEO courses at YEAH?

  1. Turn in your college application (NWC or NCU), MN form, and required test results to the college as soon as it is identified. 

  2. "Yes. I am a current YEAH member" 

    • Fall Registrations:

      • If you are a current YEAH ($15 level) or YEAH Academy ($45 level) member, you must renew for the next year at a YEAH Academy member level ($45).

      • Update your CTOnline family and personal data for 2010-11.

      • April 15, 2010 - you may begin to register for Fall PSEO at YEAH courses

      • April 15, 2010 - you may begin to register for Fall non-PSEO classes at The Academy.

      • July 21, 2010 - non-PSEO siblings may begin to register for Fall non-PSEO classes at The Academy

    • Spring Registrations:

      • If you are a current YEAH Academy member ($45 level), you are all set with YEAH for spring PSEO registration. 

      • If you are a current YEAH member ($15 level), you must upgrade (add $30) to a YEAH Academy membership to register for PSEO at YEAH classes for spring.

  3. "No, I am not a current YEAH member." 

    • Fall Registrations:

      • Join YEAH at the YEAH Academy level membership ($45 level) for 2010-11 to take PSEO courses at YEAH Academy for Fall 2010.  

      • Create your CTOnline family and personal profile for 2010-11. (see below)

      • April 22, 2010 - PSEO students may begin to register for Fall PSEO at YEAH courses

      • August 1, 2010 - PSEO students may begin to register for Fall non-PSEO courses at The Academy

      • August 1, 2010 - non-PSEO students may begin to register for Fall non-PSEO courses at The Academy

      • JOIN for the current year (2009-10) to take advantage of

        • early April 15 priority PSEO registration

        • early April 15 priority registration for non-PSEO courses

How do I enroll in PSEO at YEAH?

  1. Join YEAH Academy - see Timeline above.

  2. Apply to North Central University or Northwestern College.

  3. After you have received your letter of acceptance from the college or university, you are ready to register for PSEO courses offered through YEAH Academy.

  4. NEW PSEO at YEAH students:

    • Send a copy of your letter of acceptance to YEAH (only needed one time)

    • Send a copy of your MN State NSR form to NCU, NWC and YEAH

  5. RETURNING PSEO at YEAH students:

    • NCU - Send a copy of your MN State NSR form to YEAH (not NCU)

    • NWC - Send a copy of your MN State NSR form to NWC (not YEAH) 

  6. You are now ready to register for your PSEO at YEAH classes - go to http://yeahacademy.classtrackonline.com

How do I get my textbooks?

NCU  Bookstore Director, Doug Ward, has provided us with the following information about the services they intend to offer YEAH PSEO students this fall and this is what he came up with:

  • Textbook sales (and distribution of PSEO/YEAH books) begin on at a date TBD per semester.   

  • PICK UPS: To facilitate your textbook needs, the NCU Bookstore will pull and prepackage your bag of textbooks, with receipts charged to the YEAH program account.  The Bookstore is located on the corner of Elliot Street and Chicago Avenue, just West of the main campus toward downtown Minneapolis.  Simply stop by the info desk, located on the lower level of the store, and show your student ID* to sign the store receipt copy, and you’re on your way.  If you register late, or have a schedule change, we can quickly help you find the books that you need.  

  • RETURNS: Since the books are on loan to you for the class duration, books must be returned by the end of Finals week or you will be billed for them.

  • *Student ID cards will be issued at the August PSEO Orientation or upon acceptance to NCU.  

  • Textbook policies for PSEO students at NCU are available here: (under the information for students.)

  • MARK YOUR CALENDARS:  NCU Fall 2010 Orientation and Book Pick Up is Thursday August 26, 2010.

     

  Northwestern College

  • Due to new staffing and regulations in place at Northwestern College, YEAH advises students (new and returning) to check with NWC PSEO staff for specifics on procedures and policies that may be newly in place.

  • At last update, because the NWC PSEO program is part of a distance education program, NWC course materials will be mailed directly to students upon registration in a class.  However, there may be revisions in this procedure and we advise contact NWC PSEO for current data.

  • April 15, 2010 for YEAH Online registration begins for students who meet the following requirements:

    • Student must have met the requirements of the college (above) and have received a letter of acceptance; 

      • Turn in copies of your MN state PSEO form to YEAH

      • Turn in your acceptance letter to YEAH (either NCU or NWC). If we have a copy on file, a new copy is not needed.
